So they have had 70 years to make something of themselves and they havent , time somebody else got a chance

Correct Toulouse being in NL 2 would not help any current NL 2 clubs [ exactly as it will not help any NL 1 clubs either ] but it would still benifit Toulouse , Obviously being excempt from relegation will be benificial to Toulouse because hopefully that is where they will finish [ in a relegation place ]
