I'd say the £20m is a small proportion of what that artists impression would cost to build.
It's more likely to involve a lot of developers money too.
Look how big the land at the back of the stadium, the golf course, and the Richard Dunnes site is.
Incorporate retail, park & Ride and housing in a package deal it might work.
The Bulls, The clowncil, & the RFL are all broke but stand to gain.
The "end game" may well be playing out
