The club is NOT at the mercy of the Council. However IF the club is to stay at Odsal or perhaps even in Bradford, then it cannot happen unless either the OSV or some other such scheme come to pass, because nobody has had the financial muscle, nor ever will have (Russian oligarchs absent) to pay to plant a decent stadium in the Odsal bowl. You know this.
If your house was falling down, or was seriously overcrowded, or other valid reason, the Council would if you qualified sort it out for you, so stop talking dross. They would sort it out for you even though (I am admittedly presuming) thousands of the local population don't come and watch you perform, and none of them give a shi# where you live. If you are a major porn star I apologise for the last comment.

Not if they'd previously handed me over a large cheque to give me responsibility for sorting such problems out.

You know what the large cheque was for, and it certainly was not to build a new stadium - in comparison to the cost of which it would have been better described as a miniscule cheque.
But as I understand it, OSV is certainly not the Bulls "benefitting from public money", it is a joint venture between several parties and needs the Bulls' ground to make it feasible. The Bulls would, of course, benefit from the arrangement - but not for nothing, and so would everyone else in the district, as well as the immediate partners.
There is no rule that a pro sports club is forever compelled to operate as a solo entity.

Sorry Asim not wanting to have a go at you personaly here but when you see things like this written by Football fans it really does not inspire any confidence in doing what City want us to do and move to VP to ease their rent issues.
We would be back to being second class rent paying tenants somewhere where we are tolerated rather than wanted, you only have to read some of the BCFC forums to see that.

Really? First I've heard of this, I think you might be getting it confused with the number of season tickets sold for next season.
I'm sure the majority of City fans would accept the Bulls at VP if they really had to (ie to guarantee the future of the club), though you don't readily invite someone back to your house when they decided to sh*t on the carpet on their last visit.
