This is the council we're talking about here. "Get cracking" isn't a concept often seen in practice.

I get the impression that option 2 is exactly what that is for.
A stadium used by two professional clubs all year round for two different sports is more likely to get the money.

I don't want an all seater stadium but I'd rather have that than no new stadium at all. This is our only chance IMO and we have to support it.
