Well, allegedly, there has been interest from someone who wants to build a massive recycling plant on the site, though exactly [or even very vaguely] what this companies plans for the rugby are we've heard even nothing.

This was dumped in sites like Odsal, without any note taken of what, or where, it was - it was just rubbish and it went on the tip.
It's been covered over. Legend says it lies a metre or so below ground level but if it were to be disturbed, Pandora's box probably wouldn't compete. It would need a specialist company to remove the stuff - when you'd found out which kind of specialist you needed.

So Odsal remains as what for perpetuity ? , eventually something has to give , it isn't viable as a Sports stadium any longer , if the Bulls remain there all we will see is more of what we are now witnessing , is anybody going to seriously throw 20/30/50 million at it to use as an ' event ' venue of any kind ?

It needs some forward thinking from both the RFL and Bradford Council. Something at which neither are very good at.
Maybe they should have a meeting together with any possible new owner and come up with a plan to move things forward. The administrator would be happy with that....
