IF some brave soul was up for starting a brand new Bulls Phoenix club from scratch - why on earth would they even be involved or anywhere near this mess? Any such person would sit back and wait. If the Bulls survive - opportunity gone. If they liquidate - you have a genuinely clean slate and are untainted by the process of bidding.
As said, that new club would be nothing at all to do with the old club, though. It would have no ground, no assets, no team, no money and no pot to mickey in. I'm sure a hardy band of fans, in the tens or even a couple of hundred, would join such a ride, maybe they could ask the Council if they could start off by playing on the field at the side of Cleckheaton Road, to try to preserve some sort of spiritual connection, and get changed in a minibus. But it would not be within a few light years of the Bradford club I have supported for so long, and would be of no interest to me.
A brand new phoenix club with genuine money, going for it big-time a la Toronto, even from C1, yes. A basically semi-amateur startup - no thanks.
