With Jeffries in the team Kearney can play full back full time and time his attacking runs more effectively, Ainscough can get a service, Royston can get passes when he comes through, and as you point out Herbert, and also Diskin/L'Estrange, have a half back to work with all the time, and Jeffries stats are overall much better than Briggs or Sykes. So even if he is an average player, it is overall how he affects the rest of the team, and in my opinion and I think yours from your comment re Herbert, that will be positive. Which means it should be a good signing for the team.

I'm not so sure, with Briggs clearly out of favour and the 6 and 7 selections not working I feel Potter was probably on the look out anyway.
Oh I'm sure he was, and still is, but we're talking temporary fix, and then some backup. I'd love to know Potter's real thoughts on Southernwood and Briggs's potential and chances of getting runs, but IF a top class half did become available then I don't think the chances of us being in the frame are affected by the Jeffries signing.

I am not so sure that Jeffries is being viewed as such a short term fix, I presumed this at first but now I'm unsure what the plans are.
