Think he means you still concede a penalty for a ball steal but you cannot give a penalty try - presumably because you can't guarantee the victim would have grounded it?

If you steal it or knock it out in two man tackle over the line it can only be a penalty.

They brought it in after a few dubious 'tries' where players were releasing the ball to try fool the referee. Seem to remember one at Cardiff involving Platt that Macca wasn't best pleased about!
