That we (and other clubs) are effectively forced to hold on to players who are both average and have negligible value brings into question the effectiveness of the rule. One can safely and logically, assume that it is to generate additional quality England eligible RL players.
In this case, it doesn't. Not even close to.
Factor in the farcical expected salary rise in eligible home based players and the salary cap concept becomes slightly ironic.
