What do you propose to restructure it as? You can't complain about the current set up without suggestion for a better one.

1. When a players gets banned after being put on report against say Wigan, make them serve their final game ban at Wigan. This frustrates fans who think that referees are taking the easy option (which they are on some occasions).
2. Make referees have to retake their refereeing badge every 5 years, and also get their eyes tested every year (no joke, many refs are in their 40s and eyesight can deteriorate).
3. Attempt to take a video referee to every match, as this will increase investment into the sport and be a statement of intent that the RFL want the sport to advance.

There are others, but I suspect you know a few yourself.

What if Wigan were relegated before the ban took place? Suppose in a relegation million dollar match saints had a player taken out by Wigan - would the player have to wait until saints were promoted again? Would it not be an advantage for saints to have said player banned for their remaining games? This has been gone through comprehensively on vt and just has too many holes in ...

You clearly haven't ever had anything to do with refereeing.

Two points on this one. Some people want 2 refs on the pitch, ala the NRL. Some people want video refs at every game. Almost everyone complains that there isn't enough quality refs to begin with! So the obvious question - where is this increase in refereeing come from? Do sl clubs have to take less of a cut of the TV money? How much? How much more is needed for "quality refereeing"? Given the financial state of some clubs, how many clubs are we willing to sacrifice for the sake of what a few fans perceive as biased refereeing?

Two, how on earth would video refs at every game lead to an increase in revenue for the rfl???

And I've thought of a third, of all the holes currently in the video ref system (inability for getting the correct decision being the obvious one) this is what you choose to pick at?

No please go on. I've spent a lot of time over the off season listening to a lot of suggestions for the future direction of the sport - I welcome well thought out, progressive ideas (however stomp my feet I want what's best for me mentalities I don't tolerate well)

If there isn't enough referees then we train others to a high standard and let them work up the divisions. Being a video referee is probably easier than being a referee on the pitch, because you can watch things repeatedly, from different views and in slow motion. I would not be fit to referee a Super League game, yet I'd probably do a good job with the luxury of all the things above.
Which also brings me to number 4.

4. Train up younger referees through the division, more referees than are currently being trained anyways.

5. Ensure more communication between the players and the disciplinary when handing out bans.
For example the three Widnes players dangerous tackle/throw on Richard Whiting. They escaped a ban because they didn't know who was the culprit. So you tell them "Whoever lifted the legs up admit it now. Otherwise you all get a ban."
This is a very childish way of looking at things, but it is also relevant.

6. Three penalties and you get a sin bin. This isn't applied enough if at all. By penalties I don't mean forward passes, I mean foul play like holding down, high tackles, shoulder charges etc. Things which are either intentional to put the other team at a disadvantage and or dangerous.m

Again, you've never been involved in a refereeing society before have you? Since you claim to have given up the game, you should have some free time, I'd recommend you go down there, and learn about the structure of refereeing. Don't get me wrong there are plenty of issues with the current system (internal politics being the major one, but that's true of barba vs rfl too) - but you don't seem to currently have any idea how referees get to super league ...

I'm not even gonna go near this. If it was so easy that the average man on the street could do it - how come the current lot of paid professionals (no matter how low quality you consider them to be) keep making mistakes?

... I feel like I've already covered this point ... So I'll put it another way: it's well documented the difference in speed, skill and every other aspect between the super league and the championship. This is no different for referees. And where do you think the current lot came from?

So what your saying is, let clubs nominate which player gets banned? Right, cos that can work...

What about offside? Often there is more than one person to choose from when a penalty is given - do they all get a strike? Does the ref choose 1 person to get a strike? Also, as I'm sure you'll be keen to point out, some refs can't count to 6 properly, so how are they supposed to remember which player(s) is on strike 2? Take the saints game vs Wakefield last week - the Wakefield fans were apocalyptic after the game given the penalties the ref gave in the second half - imagine if those penalties had also led to a sinbinning - we'd of had the start of ww3! Further, we have the option for the ref to instigate a "whole team warning" which led to several sin bins last year - it works okay to well as a system - by drawing hard set lines in the sand, will just cause chaos

I still reckon we should GPS tag all the players and the ball and watch the fans kick off as a penalty is given every play the ball.

Discretion allows the game to flow.

Setting hard and fast rules for a computer to announce rule breaches would lead to 99 penalties per half.
