Having all the England games on the BBC is exactly what the RFL probably set out to achieve. Free to view television needs to be used to maximise publicity for this tournament, so well done the RFL for that.
As for Sky, I think they just didn't bother. Are they really going to be interested in games that does not involve England? They must have known that the BBC were guaranteed all England games, so it's unlikely they'll have been bothered to get the other games.
Premier Sports is really building a decent profile of Rugby League. I saw that they will show 266 live RL games throughout 2013 compared to Sky's 71. It's great value for £10/month, but I get that people get Sky for the whole package and not purely for RL. Their willingness to take on the Championship, the NRL and now the World Cup shows that it is serious about RL and it makes me think they may make a move for some SL games in the next TV deal.
As for Virgin customers, they tweeted before in reply to someone asking about Premier Sports on Virgin:
