Get some "ultra's" to tear up tons of paper and bag it up, and stand aroudn outside goon park handing out said bags to muckers who want to take a bag in and lob it up in the air. Or take all teh bags in, and then go walkabut isnide the ground handing them out to diff muckers around the stadium, making sure you cover front middle and back, east and west etc etc....

But think about it, Syd has though long and hard on this one. It would stop them all running around the ground pi$$ing about, they would all be sat down trying to put together a decent jigsaw puzzle.
