From that clip, I would not say it's not late, when you pause just before contact, the ball is leaving his hands as the player goes in.
Amor has not cracked his face as when Flower hits Walsh, Amor is already below shoulder height.
However, it is a shoulder charge. There are no arms out for a tackle. He does not make any tackle hence why Walsh is sent spinning to the ground. And it's not a shoulder charge that's below head height.
It's a tackle that should have been penalized under today's rules. You have to have the arms around the player nowa days. Leaning in shoulder first is never going to work..
Not sure whether they will sight him off that evidence or not, but it's fairly clear. But given it was a friendly and if Walsh escapes with just a bruise I imagine it will be ignored.
