I don't think Salford would ever claim to be spending full cap.

Is that not a reference to the money in general terms though. Instead of spending the remaining money the club had on players to bring them up to the cap, they spent it on other things.

It may not have gone on the cap, it just means they don't have any more money to pay anyone.

Exactly, It is hard to remember the last time a player left the club and a replacement was not available or signed to replace him.
A lot of people seem to forget players if they have been injured for a while or ignore the potential of players coming through into the first team from the Academy. The bottom line is that we will have a squad of over 30 players for mext year and there is no dead wood in there. We will have one of the strongest squads in the league next year.
