Super League cannot compete with the NRL, Union in the UK or Union in France in terms of salaries, so protecting a few individuals isn't going to help much.

So let's do nothing!

It's about keeping the best young players in the game, that's why it's aimed at the elite squads.

It doesn't go far enough. They haven't even thought it through. They've identified that they want to keep Sam in the game and shoehorned something in that enables Wigan to have the level of spending power in the cap they wanted for another signing or two.

This is only going to benefit one player per team in reality, and there is no rule to state this has to be an English Elite level player either. Most clubs will use it to pay more money to an overseas signing or two.

It's up to clubs to decide how they spend their money. If a club wants to give it to one or two players then so be it. They may decide to upgrade ten of their junior players contracts by £10K .

Lets see what the exact ruling is before pontificating.

Exactly, say Saints get to finalising their squad and they have £90K left on the SC for someone like Roby or Lomax. They have yet to assign the single "special" dispensation so will therefore use it in this instance. Using the 33% figure I mentioned and assuming they could afford it, they could stretch to £270K.
Alternatively, they could leave them on £90, which would count as £30K, giving them £60K to spend on a new player, or boost other contracts. Its their choice, both have advantages, but one will help secure one of the few truly marquee players about.

We've lost some, but its hardly crippled us. The likes of Walker, Smith and Pryce may have still gone, but this rule, together with the NRL cap going up may well have seen Eastmond stay (not necessarily at Saints, but in league)
For instance, Hull have a new backer, Briers is coming to the end at Wire, if Kyle hadn't gone wayward, he'd have been a front runner for any cashed up club looking to fill this special spot.

Which is exactly whay Wigan's chairman should have done before blathering away to the press about "marquee players" and the like.

As far as I can see there is no cap dispensation for a "marquee player" so waht was Leneghan going on about?

I suspect the details of Tomkins' exemptions and deal will stay secret until his post-RL autobiography. I wouldn't be surprised if they had managed to squeeze something through for him.

Ian Lenegan can talk about the details of the amendments because he knows what they are as does every other SL chairman.
In the trade press this week he says the areas they have been looking at are Club trained players, Marquee players and Elite players.
No doubt when the announcement is made it will be fully explained.
