it kind of implies that you can only have 5 overseas trained regardless of quota. That doesnt look like it applies to alot of squads in SL this year, Hull KR esp!
Cos they still have a few knocking about with the exemptions still. I think Wigan just have Pat Richards left now thats exempt and is now class as fed-traiend (though i'm not sure). We did have Phil Bailey + Feka but obv theyve left now.

Meli's been at Saints since 2006, perhaps he falls into that sor tof catorgory?

That's the way it should work, and the way it will work in a few years. However, as all of the overseas players who have been here since 2008 or before are exempt from non-fed status, then it is currently possible to count on one list but not on the other. At a guess I'd say Saints's register looks like this:
Quota Flannery Perry Soliola Puletua? (might be exempt if he holds a Kolpak passport) Meli? (Same as TP) Hohaia
Non-Fed Perry Soliola Laffranchi Hohaia
Because Meli, Flannery and TP all signed (I think) before the rule came in, they are exempt from non-fed status, and TP and Meli might well be exempt from the quota as well, depending on what passports they hold. Laffranchi is exempt from the quota (but not the non-fed list) by virtue of his Italian passport.
Once the current generation of overseas players has retired then there will be no more exemptions from the non-fed list and there should, theoretically, be no way of having more than 5 overseas trained players.

Meli is definitely exempt as he has been at the club since before the rules changed.
Quota/Kolpack/whatever relates to Flannery, TP, Perry and Soliola.
Laffranchi won't count as he is an Italian passport holder. We could have Hohaia here without being in breach of the overseas rules. However, if we are to recruit any more foreign players then I would imagine we will have to let one go.

He's exempt from the Non-Fed list. He's not exempt from the quota list unless he holds a Kolpak passport.

Flannery, Perry and Soliola aren't Kolpaks, and as such each of them will count on the Quota list. TP and Meli may hold Islander passports, which would exempt them from the Quota list, but I'm not sure on that score.

Laffranchi's passport exempts him from the Quota list, but not from the Non-Fed list.
