Since everything has to be passed by the clubs, what the RFL wants is neither here nor there really. But it will be interesting to see what, if anything, emerges in concrete form. I know the Championships are expecting a shake up so presumably it's the whole structure which is going to be changed. Something needs to be done, that's for sure.

Of course, but it seems like the RFL will be putting this to the clubs.

I can see them agreeing to the 12 tier leagues, but not to the culling of 4 teams half-way through.

This is what Martyn Sadler has said about the proposals, apparently:

Just to clarify on what is being proposed.

The idea, as far as I understand it, is that the two bottom teams will be relegated from Super League at the end of 2014, regardless of which teams they will be. There could even be three teams relegated if the clubs decide they want Toulouse in the competition in 2015 with a TV deal possibly on the table from BeIn Sport.

There will then be two divisions of 12 each, which will play each other once (eleven games) in the first half of the season.

In the second half of the season, those clubs will split into three divisions of eight teams, depending on finishing places in the first half of the season. The bottom four Super League clubs will be in with the top four Championship clubs (which may include the two SL clubs relegated the previous season). Those teams will play each other at home and away (14 games) in the second half of the season.

The top four clubs in the second tier, at the end of that season, will then return to Super League for 2016.

My question is, this sounds more like an interim measure to allow some promotion and relegation. But at the end when it says 4 teams will then return to the SL, there is no description as to whether that is for 3 years, for 1 year, whether other teams will be relegated and how many???

I can see it as a way of trying to spread the game, but there are a lot of questions, mainly to do with money, that need answering.
