I think their own citizens are allowed back in providing they stay in govt approved (and hugely expensive) quarantine facilities. Last I heard there were huge delays for those wanting to return

I am sure they were within government guidelines i.e.<30 - they are normal members of society with families why shouldn't they live like normal members of society?

Australia and NZ more so gave handled this brilliantly and showed the UK up, however last I heard they have barely vaccinated 3% of the population, so eventually when they do start opening up if that figure does not go up then they could be rife, maybe even as bad as the recent India levels.
