It would seem that UK Border Control may have decided he made a false declaration or omission on the visa application.

It certainly would if the roles were reversed and you were trying to pass Australian immigration and had omitted to state there were pending charges.

It seems perfectly reasonable to refuse it at this stage whilst criminal charges are pending.

If the charges are dropped or he is acquitted he's perfectly free to re-apply.

Seems like a common sense decision to me.
