Kinley - First of all congrats on getting a "minded to approve" decision to be confirmed on or before 13th September 2012, not quite OPP just yet.
"The Secretary of State has been unable to reach a decision on this application by the target date of 19 June 2012, as previously notified. Because of the need to allow parties time to deal with the matters set out above, he will require more time to reach a decision. He now expects to make a decision on or before 13 September 2012."
The quote/s you and Sandal seem to be taking much pleasure from are in the "Case for Yorkcourt" as put to the inspector not the inspectors words or views although he does reach the same conclusion that a ground share is a non starter.
