If this plan wasn't anything more than an appeasement for the likes of Wigan, this plan should also include representative players of the rest of the home nations as well, and their second teams, ok it would put the collective SL salary cap up by about £20M and double each clubs potential salary cap spend, but that would make all International players as valued and equally their countries, which is surely the RFLs main aim. At the end of the day they may as well have left it as it was, Wigan usually spend what they want anyway!

Clubs will only get dispensation for those selected for the Elite squads of the England and the Knights squads.
When Ian Lenagan announced the deal to keep Sam Tomkins he mentioned three aspects, marquee Players, club trained players and those with over 10 years service at a club.
The full details have not yet been announced by the RFL so how do we know its not all club trained players who will get a dispensation?
Before we can take this apart we need to find out what the full details are. As yet none of us know what those details are. Apart from SL Chairmen that is who have already voted the changes in.

And what's wrong with including players from all the home nations?
It'll cost clubs a fortune but hey ho, it'll keep Wigan happy!!
