the simple answer is that we will never be able to compete for signings of quality players until we can spend up tp the salary cap limit.
Widnes have now joined the comp and they are able to spend upto the cap. So thats another team infront of us.
Widnes is a small rl town with a good history of success (albeit 20 years ago) and they have sufferd a recent period in the lower leagues due to religation. I cant see their crowds being much bigger than ours next year -So they are not too different to cas in many ways.
What makes them able to spend more on players then ?????

Cas keep saying our commercial dept is so super and bringing in record sponsorship - yet we cant compete in the player (or coach) signing market and have lost another kid due to poor contract offers.
Our crowds and season tickets sales are solid and improving , we had a good cup run- so why are cas so far adrift of clubs like , hudds , quinns , hull kr and now widnes ?? the only thing I can think of is that they generate better income via sponsorship , marketing and corporate initiatives.
