They can protest all they want, but as far as I can tell it is too late. The decision has been made, which would make sense as budgets are due for councils about now.
I really want to see Cas persue this properly, it would seem a great outcome for the club, in one stroke we get better facilities and hit the SL requirements for ground size. It's cheaper than relocating and the club maintains ownership of the ground. Because of the facilities in the stadium other revenue streams could open up too.
