Well, I am not clear if this has actually happened, or it is just the RFL "look set to"..... But it is perfectly logical.

Why would you let a business interfere with the playing futures of professionals on contracts that you might not be able to fulfil. The RFL have to prove they can be fulfilled beyond reasonable doubt, this would be one of the few good things I could contratulate the RFL on.
