I don't think that Fax, Fev or Leigh will ever get into Super League under current Red Hall guidelines. They are hellbent on 'expansion' and I think they will be wanting to REDUCE the number of SL teams in Yorkshire.
Leigh are just too close to Wigan - again that wouldn't be expansion.
Widnes have an outside chance as have a Cumbria team - if anyone get's their act together sufficiently.
Toulouse would be seen as expansion, even though I don't think there'll be sufficient talent in France to sustain 2 x SL teams in the forseeable future. Therefore, a strong Aussie contingent would be ever present.
For the 2012 season (as long as qualifying rules are met by these clubs) I think that it will be either Toulouse, Widnes or a Cumbrian team.
For 2015 I can see a Scottish and an Irish team throwing their hats into the ring.
