Think there are certain deadlines within the competition, so it's more a matter of when the player is first registered with a club rather than whether he has previously played in the competition.

Shouldn't it be that you can only use players that are already at and [iplaying[/i for the club when the competition starts. By that I mean they must have already played a competitive game for their club when their club enters the Cup.

The nature of the deadlines for each round (or I think it's 1st Round, 3rd Round and 5th Round or summat like that) mean that a player would naturally have already played for their new club.

In the case of the players at Gateshead that is untrue. They have only played a couple of games, and these are since their club had already played twice in the Cup.
