It's to make up for missing games from the last few seasons.

Last year was 30 games (23 + 7 in supper 8s) plus CC.

This year 26 games plus CC, with the 1895 cup making up 4 extra rounds, i.e. last 16, 8, SF & Final.

It's an attempt to fill Wembley for what has become an under-promoted fixture.
