As far as I understand things its like this - you only pay VAT on the money paid at the gate and NOT by the attendance, in other words you can have 1000 paying at the gate and 1000 freebies, you only pay tax on the receipted income i.e 1000 not 2000.
You can count 80% of your season ticket holders at ALL league games I believe too.
You are probably suffering from your club now declaring the TRUE gates, not the other way around.
I know that in one of our last years in SL we had a poor crowd and the RFL wanted a certain headline hitting total crowds for SL so told Fax to change the 'official' attendance to give them their magic figure.
We told them no apparently.
At the end of the day you can say what crowd you like in RL, and clubs do it all the time to make them look good.
