I think people have every right to debate whether or not a monument to an individual is appropriate in a public space or not, or even protest it.
Times change, and with it so do opinions and the morality of the public. Nobody is trying to "expunge history", but some monuments belong in a museum and not in public in a place of honour, especially ones that represent something so abhorrent and so far from the values held by the current public, slavery for example.
