i took the OPs point to mean he wanted to send his neighbour a bill for the damage done.
ergo my response re the damage not being his neighbours fault, so he cant bill the neighbour IMO.

Around an inch by an inch scratch on top corner of door panel, similar amount on body around it, a 5inch(ish) scratch on the drivers side window around 1/3 of a cm thick, and a dent on bonet with paint scratched off.

Report on this mornings news said that insurance companies are turning down lots of claims as they have no legal definition of what a 'storm' is, so they are interpreting it as they see fit, ie a gust of 100mph is not a storm. One joint chimney on a block of flats was settled by three insurers, bur a 4th said it was not a storm

I guess that is "liability" rather than fault.
