Harumph. Welcome to the row I had with 3 a few years ago. The new handset I wanted was FREE on every cheaper contract on all other network providers, however in order to upgrade to it on 3 they wanted my new contract to contain x number of video calling minutes for £per month, or I'd have to pay so much per month towards the handset. I never used video calling so why should I be forced to take video calling, or pay for a handset that was essentially "free" on other providers?
I know they're not "free", you do pay for the phone over the length of contract, but it was the principle.
I'm just into month 13 of my second 18 month contract with O2 as a result!
